Human Resources Responsibilities

  • Oversees all employee payroll, benefits, training programs, and other services for the County.
  • Manages employer-employee relations including conflict resolutions, disciplinary issues, and terminations.
  • Receives, processes, and screens employment applications.
  • Manages policies, rules, and regulations affecting employment and employees.
  • Assists County employees with questions regarding employment, benefits, retirement, and compensation plans.

Employee Information


Colorado Technical Services Inc. (CTSI) manages the County Health Pool, the only county-owned health plan provider in Colorado with benefits, contribution rates, and coverages determined by representatives from member counties. Colorado Retirement Association (CRA) administers a 401 (a) and 457 (b) Retirement Savings Plan that allows employees to set aside pre-tax money for retirement. The County's 401 (a) plan requires employees to contribute 4% of their compensation and the County matches 4%. Eligibility starts on their first day of employment.
